Job Description:
The project manager has responsibility for the project scope, cost and schedule and will coordinate and manage the project from inception to closeout. The project manager is responsible for pulling together the project team and ensuring all stakeholders are involved from the beginning and is accountable for the success of the project.
The project manager provides leadership to the project team to determine what must be done, when it must be done and how much will it cost. The project manager works with the project team to: identify project tasks, develop a responsibility matrix that indicates who is responsible for project tasks, develop project cost and project schedule, manage the project scope/schedule/cost throughout all phases of project, making timely corrective actions as needed and proactively manage safety throughout all phases of the project.
The project manager provides timely communication to the project team and sponsor including periodic status reports.
During the implementing phase of the project the project manager, with support from the project team, will:
Develop/finalize and document detailed scope of work.
Develop/finalize and document detailed schedule.
Determine resources to be used on project (operations, engineering, maintenance, construction, inspection, outside contract).
Develop/finalize and document detailed cost estimate.
Write JE/PJ, including story (alternatives, justification, economic analysis, risks, etc), cost estimates, accounting, asset records; and obtain management authorization, including presentations to authorizing authority.
Ensure/obtain adequate budget dollars (could be multi-year) needed for project.
For the Planning/Engineering/Procurement/Permitting phase of the project the project manager, with support from the project team, will:
Develop/document Engineering RFPs (as needed), develop qualified bidders list or direct award justification, as applicable, develop bid evaluation criteria, evaluate bids, resolve exceptions/negotiate general conditions, obtain management authorization and award contract.
Ensure design criteria is developed and is approved by stakeholders
Develop/document Procurement Specs/RFPs (as needed), develop qualified bidders list or direct award justification, as applicable, develop bid evaluation criteria, evaluate bids, resolve exceptions/negotiate general conditions, obtain management authorization and award contract.
Develop/document Construction RFPs (as needed), develop qualified bidders list or direct award justification, as applicable, develop bid evaluation criteria, evaluate bids, resolve exceptions/negotiate general conditions, obtain management authorization and award contract.
Determine/Obtain (as needed), necessary Agency (FERC/DSOD) approvals (may include presentations) and construction permits.
Ensure necessary design and construction documents are developed to complete work, obtain agency approvals and permits.
Manage all outside contracts (as needed, with support from team).
Oversee progress/delivery of long lead-time items.
Conduct appropriate design and constructability reviews.
Develop/document start-up test plan.
Manage scope/schedule/cost and revise as needed (may include JE revision, or need for additional budget dollars)
During Construction/Start-up/Closeout phase of the project the project manager, with support from the project team, will:
Ensure environmental and safety plans are developed and used, as appropriate.
Manage construction contract (as needed), including change orders.
Resolve field problems in a timely manner (as needed).
Manage scope/schedule/cost and release contingency/obtain additional budget funds as needed (may include JE revision).
Ensure training is provided, as needed.
Manage start-up testing and release to operations (incl status in SAP) only when all work and testing has satisfactorily been completed.
Conduct lessons learned meeting.
Ensure appropriate distribution of operation and maintenance documents, and incorporation of as-builts.
Closeout job in SAP and ensure completion of project folders.
